This is the Signed unique original Pen & Ink Wash by Cecil Doughty.

This original pen and ink wash by Cecil Doughty shows volunteers helping to build fortifications as part of England's Cinque Ports (Norman French for 'Five Ports'). This was one of the many Martello Towers constructed along the coast to defend from Napoleon's impending invasion, which never took place after the Battle of Trafalgar.

The Cinque Ports were Hastings, New Romney, Hythe, Dover and Sandwich. These towns enjoyed special privileges in exchange for providing 57 ships for 15 days' service to the King annually. Each port would fulfil a proportion of this whole duty to the Crown.
